SPAM is a violation. It’s against the law to send SPAM. Any reputable e-mail deployment company will make sure you never send to someone who doesn’t know you. But there are companies out there who blur the lines as much as possible. They’ll gladly sell you a list and call it “opt in”, but what exactly have these people opted in to if you just purchased their e-mail address? If you have no idea who the people on that list are, they’ll feel the same way about you. Some will even report you as SPAM. If that happens enough, you could be kicked out of your e-mail deployment company. The fines for violating the SPAM law are not negligible.
